A central pillar of the project is the meaningful and inclusive participation of older persons and their representative organisations. Through consultations, meetings and awareness-raising activities, the initiative will ensure that the lived experiences and perspectives of older persons directly inform national advocacy efforts. Particular attention will be given to reaching individuals who are often underrepresented in policy processes, including those experiencing social exclusion, marginalisation or discrimination.

Building on the successful implementation of previous AGE regranting initiatives, the Cyprus Third Age Observatory aims to further strengthen national engagement in Cyprus in support of the development of the United Nations Convention on the Rights of Older Persons (UNCROP). Previous initiatives have successfully mobilised high-level political actors, including the President of the Republic of Cyprus, Ministers, Members of the European Parliament and key national stakeholders, contributing to policy dialogue on ageing and the development of the National Strategic Plan for Active Ageing and the National Strategic Plan for the Health of Older People. Furthermore, this also contributed to the successful amendment of the  legislation regarding the Third Party Vehicle Insurance for people over 70, and the introduction in the Hate Speech legislation of the words "age" and "disablity".

The project will strengthen the national advocacy ecosystem for the rights of older persons by mapping key stakeholders and governance structures involved in ageing, human rights and social policy in Cyprus. Through a combination of desk research, stakeholder consultations, targeted engagement with policymakers and structured dialogue with civil society organisations, the project will identify existing gaps in the protection of older persons’ rights and explore opportunities to support the international process towards the adoption of a UN Convention.
